‘Where the quality of teaching required improvement, teachers were unsure about the expected standards in each area of activity. For example, teachers knew how to introduce ball games such as football and netball, but they lacked a thorough understanding of how to consolidate basic sending and receiving skills, keep possession of the ball in competitive drills, or use tactics to outwit opponents and score. As a result, they were unable to model the expected standard or provide pupils with appropriate feedback to improve their performance. They did not have a detailed understanding of the step-by-step stages in developing specific skills, and this prevented pupils from progressing to the next stage.’
